Chilmark Housing Committee
Minutes
November 20, 2006

Present: Steve Schwab, Andy Goldman, Zee Gamson, Jim Feiner, Bill Randol,
              Tim Lasker, Lisa Specht, Administrative Assistant

Call to Order:  
              The meeting was called to order at 4:35 pm

Executive session:
             Lenore O’Gorman contacted the Housing Committee office in late October with
             a proposal to sell her property for affordable housing, to the town of Chilmark.
              The property is located on North Road and is approximately 2.2 acres.  
              Mrs. O’Gorman is interested in selling the property for its assessed
              value of $490,000.00.
             
             The property could be subdivided into two buildable lots. The Housing
             Committee would like Rusty Walton, Chilmark’s Conservation Officer,
            to do a feasibility study of the property, to ensure the property is worth buying.

            While the feasibility study is being done, the Housing Committee asked Lisa
            Specht, Administrative Assistant, to write a letter to Mrs. O’Gorman, thanking
            her for her offer and also to find out whether Mrs. O’Gorman is still interested in
            pursuing the idea of selling her property to the town. The letter will explain
            how the Housing Committee is proceeding. There was a motion made to write
            the letter, it was seconded and voted to pursue the O’Gorman proposal.

Minutes:
            The minutes of October 16, 2006 were amended and approved as amended.

Implementation Guidelines:
            A draft of the Implementation Guidelines has been sent to Legal Counsel.  When
             Legal Counsel approves the document, the Housing Committee will have a
            Public Hearing.  The Housing Committee would like all the applicants to be
            invited to the hearing.

Homesite Housing Application:
            The Housing Committee has received written approval from the Dukes County
             Housing Authority for two Homesite Applicants. The Housing Committee is not
             considering any applications until the Guidelines have been approved by Legal
             Counsel and there is a Public Hearing.  The Application will be project specific
            and drawn by lottery.  Lisa will write a letter to the applicants explaining this and
            that the applicants will need to reapply when a lottery is advertised.  At this time
             the Guidelines amended in January 2004 are still the working Guidelines.


Martha’s Vineyard Commission Land Use Planning Meeting:
     Andy Goldman spoke about the LUPC meeting and how the Commission responded
     to the Middle Line Road Project.

There being no further business, the meeting was adjourned at 6:45pm.
